Nothing will open "The specified Path does not exist" - can't recover

Hi,
This happened suddenly after rebooting my computer.
Most of my programs will not open and display the message "The specified path does not exist".
The only ones that seem to be working are my web browser and firewall.
I have a SSD and HDD and they are both
affected.
My OS is installed on my SSD but practically everything else is on my HDD.
I cannot access recovery tools it displays an error.
I cannot access regedit or anything like that as it gives me an error.
I cannot boot in safe mode.
I tried to recover using the windows disk but it displays an error and I also can't re-install.
I've ran what antivirus that actually works on my computer and it's showing all clear.
I really am at wits end and if anyone can help me resolve this I will be very grateful.
